Purpose

When this function is performed on a TCP connection from which an external source is derived, then a subsequent read from that source returns end-of-input.

TCPConnectionSignalSourceEnd does nothing if the TCP connection object has no external source derived from it. Likewise, it does nothing if the TCP connection object is already signalled by SourceEnd, closed, or never connected.
