This function sets an element in the OCI_Array_type variable's data contents to the specified counter value.

Input arguments:

• Array -- The OCI_Array_type variable to examine or manipulate.
• ElementPos -- The position of the requested element, with 0 as the first element.
• CounterValue -- Specified counter value.
