An external text entity can't be resolved.

Every reference to an external text entity in the input document must meet at least one of the following criteria:

• it must be handled by an EXTERNAL-TEXT-ENTITY;
• it must have an associated system identifier, and the indicated file exists either in the current directory or in one of the directories given by the #LIBPATH shelf;
• it must have an associated public identifier that either maps to an existing file according to the #LIBRARY and #LIBPATH shelves, or maps to a string according to the #LIBVALUE shelf;
• it is either the #CHARSET or #CAPACITY "anonymous entities."
