The PROCESS program might be incomplete.
In process programs, at least one PROCESS rule is needed to cause the eventual firing of other rules. A SUBMIT action will trigger FIND rules, while a DO SGML-PARSE action will invoke any OmniMark rules required to process the data. A common cause of this message is that a V2 down-translation did not start with the DOWN-TRANSLATE keyword. This was the V2 default, but the V3 default translation type is a process program.
